The Senior Business Analyst works closely with key program stakeholders to develop a deep understanding of their business and their needs of the program; performs analysis of stated needs and transforms those needs into opportunities for future application and operational enhancements. Analyst also serves as liaison between program stakeholders, software development and business operations teams ensuring business needs are understood and technical implications are conveyed in a manner that business users can understand.

Required Skills:

• Excellent analysis skills with the ability to learn client business quickly

• Excellent customer relationship skills, sound business decision-making ability, along with communications and business development experience

• Strong functional analysis and design experience; candidate should have experience developing Use Cases, functional specifications and should be comfortable developing wireframes and visual aides to confirm customer design expectations

• Candidate should have a minimum of 5+ years of progressive experience in the area of business analysis

• Candidate should have proven record of leadership, very strong teamwork, interpersonal and written/verbal communication skills, and ability to work well independently and as a team

• Experience and understanding with the Software Development Life Cycle (SDLC)

• Experience in reviewing large volumes of data to identify relationships between products and services provided and what is desired by the users

• Must have experience with structured requirements management tools, especially Rational RequisitePro and ClearQuest

• Experience with task effort estimation, schedule development and tracking using MS Project

Preferred Skills:

• Experience using MS Project, MS PowerPoint, MS Word, MS Excel

• The ideal candidate will have Federal Government experience

• The ideal candidate will have an in-depth knowledge of: U.S. Census Bureau data, including demographic, economic, and geographic data

• Good attitude and willingness to learn is required.

Responsibilities:

• Develop discussion guides, detailed requirements documents and functional design specifications to convey stakeholder requirements

• Work closely with key program stakeholders to develop a deep understanding of their business and their needs of the program; perform analysis of stated needs and transform those needs into opportunities for future application and operational enhancements

• Serve as liaison between program stakeholders, software development and business operations teams and ensures that business needs are understood and technical implications are conveyed in a manner that business users can understand

• Analyze information, including oral and written feedback from users, survey responses, usages statistics and usability studies to identify trends and patterns in user behavior on the system

• Work with different business units and develop product propensity model related to customer modeling, customer segmentation and business forecasting

• Identify and document intellectual assets for use in future analysis and design efforts
