Requirement for Data Tabulation and Dissemination Operations Manager

The Census DADS program is seeking a candidate who meets the following requirements for a Data Tabulation and Dissemination Operations Manager:

Responsibilities will include, but are not limited to:

  • Manage all aspects of Data Tabulation and Dissemination Operations on the DADS program including communication and coordination of tasks and activities with numerous external and internal stakeholders, managing schedules, scope, day-to-day staff work assignments, quality and problem resolution
  • Manage activities related to tabulation and dissemination of Census 2010 data products within scope of DADS program
  • Manage activities related to dissemination of Census Bureau data products within scope of DADS program (American Community Surveys, Economic Census 2007, Annual Economic Surveys, Population Estimates Program and others)
  • Identify and communicate operational interdependencies between different data providers and facilitate resolution of the interdependencies
  • Conduct root cause analysis and resolve production problems
  • Identify and communicate needs and requirements for enhancing application and data operations processes; manage implementation of the enhancements within the role of the team
  • Create and maintain documentation of implemented processes
  • Develop estimates for different data processing tasks including data correction and removal efforts
  • Collaborate and coordinate work with other teams involved in providing support to data tabulations and dissemination operations (analysts, application and program architects and developers, testers, system administrators)
  • Train new team members on implemented business processes and systems, and ensure that existing processes are followed
  • Ensure compliance of data processing with existing Census Bureau policies and procedures
  • Report status on the data tabulation and dissemination work tasks including input and variance explanation in Earned Value Management System

Qualifications:

  • Significant experience with managing team(s) (10 - 20 people) in implementing and/or running systems and business processes for complex and large size data applications operations
  • Significant experience with managing several concurrent high priority activities and staff work assignments in very dynamic business environment
  • Enhanced analytical skills including ability to learn quickly system capabilities and business processes in the area of large scale complex data tabulation and dissemination operations or similar areas (e.g. large data warehouse implementations and operations), recognize limits in implemented systems and processes and translate them into new needs/requirements
  • Enhanced communication skills including ability to tailor communication and effectively work with different types of customer stakeholders (data providers, DADS program management) and other IBM teams (analysts, architects, developers, testers, DBAs and system administrators)
  • Candidate should have proven record of leadership, very strong teamwork, interpersonal and written/verbal communication skills, and ability to work well independently and as part of the team
  • Candidate should have 5 or more years of experience in the area of system and process development/operations for complex large size data applications
  • Experience with task effort estimation, schedule development and task progress tracking using MS Project
  • Experience with defect tracking/resolution using ClearQuest tool
  • Experience with process diagramming using Visio
  • Knowledge and experience with Earned Value management concepts
  • Experience with configuration management practices and procedures

Industry Knowledge:

The ideal candidate will have an in-depth knowledge of: U.S. Census Bureau data, including demographic, economic, and geographic data.

Work Location: Suitland, MD

All candidates must be local to the DC/VA/MD area. U.S. Department of Commerce Security clearance will be required.

Security Requirements:

The candidate needs to be able to pass the standard background investigation for government work and must have been and authorized to work in the United States for at least 2 years preceding the application. Citizenship not required.
