The United States International Trade Commission (USITC) is an independent, nonpartisan, quasi-judicial federal agency that provides trade expertise to both the legislative and executive branches of government, determines the impact of imports on U.S. industries, and directs actions against certain unfair trade practices, such as patent, trademark, and copyright infringement.1

The Challenge
USITC manages numerous trade investigations internally and displays the investigations on its web site. Manually updating the investigation pages was a time-intensive task, which became an even bigger issue as more investigations were added to the site. In addition, change control, auditing, and automated deployment were issues that USITC wanted to address. Therefore, USITC chose to use Interwoven's TeamSite to manage and automate its web content and Quotient to provide the implementation services.

If successful, the project would allow USITC investigators to update their investigation pages directly, which would decrease overhead, improve productivity, and provide the necessary levels of change control, audit trails, and deployment automation.

To make sure that USITC's needs were identified and included in the implemented solution, Quotient spent ten days on-site meeting with the USITC staff. We developed a comprehensive Statement of Work (SOW), which included:
